Autonomy may be given to 14 colleges

Visvesvaraya Technical University (VTU) has recommended to the Government to grant autonomy to 14 engineering colleges.

Giving the information to The Hindu here, the Principal of the Poojya Doddappa Appa (PDA) College of Engineering, V.D. Mytri, said autonomy will give freedom to colleges to evolve their own curriculum, syllabus and examination schedule. The 14 engineering colleges which are likely to get autonomy are Poojya Doddappa Appa College of Engineering, Gulbarga; University Visvesvaraya College of Engineering, Bangalore; University BDT College of Engineering, Davangere; BMS College of Engineering, Bangalore; Dr. Ambedkar Institute of Technology, Bangalore; National Institute of Engineering, Mysore; Jayachamarajendra College of Engineering, Mysore; Basaveshwar College of Engineering, Bagalkot; Malnad College of Engineering, Hassan; M.S. Ramaiah Institute of Technology, Bangalore; Siddaganga Institute of Technology, Tumkur; Siddhartha Institute of Technology, Tumkur; SDM College of Engineering, Dharwad; and NMAM Institute of Technology, Nitte. The Manipal Institute of Technology and the National Institute of Technology, Suratkal, already have autonomy.

Dr. Mytri said the Government and the VTU will set up a system to monitor colleges after granting autonomy, to ensure that they continue to provide quality education. The university will continue to award degrees to students passing out from the autonomous colleges based on reports submitted by the colleges.

The decision to accord autonomy to the 14 engineering colleges follows a condition stipulated by the World Bank, which was providing a phased assistance of Rs. 184 crores to the colleges under the “Technical education quality improvement programme'’ from the current academic year.

Dr. Mytri said that in the first year of the programme, the World Bank has sanctioned Rs. 55 crores to these colleges, and the first instalment of Rs. 15.20 crores has been released. The PDA College of Engineering has been sanctioned Rs. 10.34 crores under the programme, and Rs. 1 crore of the Rs. 3 crores sanctioned for this year has been released. . Mytri said a substantial part of the funds under the programme should be utilised for faculty development and 50 per cent for infrastructure development in departments by providing modern equipment for research, installing a centralised high-tech computer laboratory, and establishing a centralised library with online access to international journals.
