Two legislators, both former education ministers, on Saturday took up cudgels in support of introducing English as an additional subject in primary schools, at least in an informal way.

MLC B K Chandrashekar and MLA G Parameshwara, who were education ministers in S M Krishna government, addressing a joint press conference, said that English language is crucial for rural students who fail in public exams because of their lack of the English knowledge.

If a student starts learning English language in class V (at age ten), he or she can can confidently converse in the language after high school. If they start learning English at age five (class I), they will be more fluent in it, Mr Parameshwara said.

Recalling that the Kannada Development Authority had once recommended that English be introduced as a language from class III, Mr Chandrashekar said the language need not be given the label or status of second language but could be taught in an informal manner without text-books and exams.

Other States such as Haryana, Maharashtra and Madhya Pradesh have English as a compulsory subject from class I, while Uttar Pradesh and Tamil Nadu have it as an optional subject and West Bengal teaches it informally from the same class. English is compulsory in Assam from class III and a non-curricular subject in Andhra Pradesh, he pointed out.

Further, while 80 per cent of those who have studied in English medium schools pass in the English exam at II PUC, only 38 per cent of those in Kannada medium pass in English, he added.

Citing the city-based Regional Institute of Englishs survey of 20 districts, Mr Chandrashekar pointed out that only eight per cent of those surveyed felt that learning an additional language would be a burden on children; the rest wanted English language to be introduced.
