Bill provides for officers to prevent child marriages

According to the Prevention of Child Marriage Bill, 2004 — cleared by the Rajya Sabha on Friday — a priest must ensure that the couple tying the knot are not minors. The penal provisions have been made much stronger, fixing responsibility on the priestly classes and adult males who assist in such a marriage.

A marriage through enticing or forcing a child, or selling the minor, will also not be recognised by law. The legislation has a provision for appointment of child marriage prevention officers to stop such unions, collect evidence of wrongdoing and create awareness.

The practice of child marriage, often linked to poverty and societal attitudes, has been an evil that has not been stamped out. According to the 2001 census, there are nearly 3 lakh girls in India under 15 who have given birth to at least one child. Nearly 35% of women in India have been married between 15-18 years of age. Even more heinous is the practice of marrying off pre-puberty children.
