The latest service to be outsourced to India is the marking of General Certificate of Secondary Education (GCSE) examination papers. AQA, one of the UKs three main examination boards, has signed a 2-million contract for marking in India of history, French, German and Italian papers.
Papers are put into digital form and e-mailed 8,000 km away to India to be marked and then sent back here. After the finals this summer, the number of papers to be marked will be around five lakh.
The reasoning is the same as in cases of outsourcing of other services like directory inquiries, phone banking and medical records. Examiners salaries are five times cheaper in India than here. It is simply a cost-saving measure.
But there are the usual voices of dissent. It appears the loss of fee to local examiners has caused a lot of heartburn. It is also being alleged that recently several thousand papers were returned late, with Indian examiners struggling to understand the language.
The general secretary of the Secondary Heads Association described the sending of papers to India as a desperate way to hold a sinking system. A former employee of Data and Research Services (DRS), which handles the work for the board, told a daily that problems with French papers caused panic at DRS because if there are delays when we send out a few thousand papers, what will happen in the summer when half a million go out there?
But AQA explained that papers were being sent to India for one-word answers to be marked. The board said it was not aware of any problems with the process and all papers have been returned on schedule.
