The delay in granting ‘no-objection certificates’ by the State Government for institutes dedicated to the training of resource persons and teachers engaged in the education of children with mental disabilities is adversely affecting their rehabilitation.
A ‘no-objection certificate’ from the government is a pre-requisite for gaining recognition from the Rehabilitation Council of India (RCI), a statutory body under the Ministry of Social Justice and Empowerment, and for conducting the course.
Presently there are nine centres across the State that impart a two-year diploma programme in special education for candidates who have completed their Plus Two, apart from the B.Ed. course in special education offered at Nirmala Sadan, Moovattupuzha, and through the distance education programme of the Bhoj University.
