Here comes a glimmer of hope for students who pursue professional courses in private colleges and in deemed universities. The Centre is planning to bring in the long-awaited legislation on the admission and fee structure in private professional institutions. A draft bill the private educational institutions has been prepared and circulated to states and members of the Central Advisory Board for Education for comments.
The comments are expected within a month, and the government hopes to introduce the final legislation in Parliament within a month and half. That would be the winter session of Parliament. The provisions would be applicable from the next academic session.
Karnataka and Kerala had introduced their own legislation for regulating admission and fees in private unaided professional colleges. Both these legislations have been challenged in the Supreme Court. These states had requested that all legislation on the issue be included in the 9th Schedule of the Constitution, preventing any challenges in court. The Centre, however, has declined to accede to this demand.
The proposed legislation will cover way beyond the private unaided colleges. It will cover aided, unaided, minority professional colleges and deemed universities with professional offerings. As against earlier plans, the central legislation will be more than a model Act.
