Drafted Education Bill Gives Bitter Taste

Governments great dream of providing free and compulsory education to all was slashed to ground when on Thursday as educationist Anil Sadgopal, a member of the Central Advisory Board on Education (CABE) committee who drafted the Bill, alleged that unauthorised changes have been made in the legislation by committee chairperson Kapil Sibal after it was finalised.

Let alone any consensus on the Bill, independent members of CABE came out in support of Sadgopal, forcing HRD minister Arjun Singh to admit that it needs further discussion. Sadgopal alleged that the Bill has been tampered with at the behest of the private school lobby.

At the CABE meeting, Sadgopal even circulated a four page note of dissent and requested the minister to make it part of the Bill when it is taken up for further discussion. On his part, Sibal said Sadgopal is protesting since his suggestion for a common school system was not made part of the Bill. Support for Sadgopal came in small measure from states like UP and West Bengal.

Sadgopal said the unauthorised changes would lead to dilution of the concept of Fundamental Right to Education as guaranteed in Article 21A of the Constitution, abdication of the states constitutional obligation to provide adequate and necessary financial resources for elementary education, denying children their right to study through the medium of their mother tongue and at the same time receive quality education in English and another language of a region other than their own.

Sadgopals note also fears that allowing trusts, religious bodies, companies etc as competent authority will marginalise the directorates of education, boards of education and panchayati raj institutions.

Sadgopal said he was in favour of private schools giving 50% reservation to disadvantaged children, as recommended by Law Commission
