The merit bug has now bitten the social justice ministry. Having set the ball rolling for a nationwide fellowship scheme to help SC/ST youth pursue higher studies, its move to set the eligibility bar high could ironically rule out a large number of its target population.
This could mean that the Rajiv Gandhi National Fellowship for SC/ST youth, UPAs big-ticket scheme to woo the young SC/ST population, could be a non-starter even if approved. In fact, the bar is so high that even general candidates would find it difficult to qualify.
The social justice ministry has taken a rather strict view. It has advocated a two-fold eligibility criterion for the applicants a minimum 50% marks in PG examination and qualification of NET/SLET.
This has kicked off a confrontation. The view in Planning Commission is that the eligibility criteria will push the Fellowship out of the reach of SC/ST candidates as they are unlikely to fulfil the two conditions.
B. Mungekar, member, Planning Commission and in charge of education who had conceived the Fellowship, has shot off a letter to social justice minister Meira Kumar, protesting that the eligibility criteria would result in the scheme being a non-starter.
Mungekar told, I have written to ministers of social justice and tribal affairs that scheme should be accepted as forwarded by Planning Commission without any additional conditions like 50% marks in PG and NET qualification in view of the socio-cultural reasons of the SC/ST families. The conditions will make the scheme a non-starter.
Being processed for 10 months, the Fellowship was intended to promote higher education, M. Phil and Ph. D, among the SC and ST youth. It was approved by the Commission in August 2004. As per the draft cleared, the Commission stated that all students registered in M. Phil and Ph. D courses should be eligible for the Fellowship. The only criteria were they should qualify the criteria of the university or the institution for registration. This was aimed at both supporting and luring SC/ST youth towards higher education.
