PhD accesible to even graduates:Mumbai university

The Mumbai universitys apex body, the Management Council (MC), has decided to make graduates eligible for pursuing PhDs from this academic year 2005-06. The only criterion for these candidates is that they would have to clear an aptitude test conducted by the university department or research centre from where they want to pursue the PhD.

According to the PhD guidelines,framed by former university chancellor and governor Mohammed Fazal,last year,only a post-graduate with minimum 60% marks could opt for research and the graduates were not eligible to pursue it at all.

This had angered the academic community and students who argued that academic performance could not be a benchmark for identifying good researchers.

Following the resentment, the MC has now also decided to relax the eligibility criterion for post-graduates. Now, postgraduates with 55% can also be eligible for research. Many graduates want to pursue PhD. If we do not bring about changes, they would be attracted to other universities for research, said MC member, Amarjit Singh Manhas.

The new PhD guidelines has been implemented only by Mumbai University where it was applicable to all Maharastra Universities.Though Dr Vijay Khole, vice-chancellor , had to exercised his special powers to introduce the new rules yet the Senate members had expressed displeasure and forwarded an alternative scheme to the chancellor. Even Bombay University and College Teachers Union (BUCTU) had met the governor to brief him about the flaws in the PhD rules.

For MPhil candidates also the MC has decided to be flexible by not insisting on publication of two research papers in peer reviewed journals. Apart from the MPhil candidates,it has also relaxed the guidelines even for Degree college teachers and Junior college teachers to pursue PhD.
