As Delhi Government and MCD schools re-open after summer breaks on July 1 there would be more than four lakh students without teachers. Four years after the Delhi High Court had ordered that all vacancies of teachers be filled up by 2003, the authorities are yet to wake up to the miseries of these students.
As per the affidavits recently filed in response to a contempt petition, the government and MCD have admitted to the vacancies. While there are 8,913 vacancies in government schools, about 4,000 posts are lying vacant in MCD schools.
Advocate Ashok Aggarwal, on whose petition a division bench of high court had ordered zero-vacancy in these schools, said: At present the students-teacher ratio is 40:01. When the schools reopen in July, 3,56,520 students in government schools and 1,60,000 students in MCD schools will be without teachers. In their response to the contempt petition, the government and the MCD have blamed the Delhi Subordinate Staff Selection Board (DSSB) for failing to fill up the vacancies. According to them the board was responsible for issuing advertisement and recruiting the teachers.
While the DSSB failed to notify the results in the Scheduled Caste/ Scheduled Tribes category, the recruitment in the general category was apparently stayed due to a court case. Aggarwal says misuse of judicial forum too has deferred the process of filling up the vacancies.
The PIL was earlier filed to ensure that the children of the poor studying in government and MCD schools should not remain without teachers. However, the situation remains the same now, he says.
