Bihar Derecognises 471 CollegesThe Bihar government has cancelled the recognition of 471 of the state`s 650 intermediate colleges to check and control the increasing influence of the education mafia, officials said. Bihar Intermediate Education Council chairman Nageshwar Sharma confirmed that the 471 colleges were derecognised after it was detected that most of them were fake or existed only on paper. The council is the state`s apex body for intermediate education, which decides the fate of hundreds of students. The council has cancelled the recognition of these intermediate colleges with immediate effect, said Sharma. The body plans to release a list of genuine colleges to ensure students and parents are not trapped by fake colleges. Sharma warned examinees appearing from fake colleges would not be recognised by the council. The decision to derecognise the colleges was taken in view of a Patna High Court order directing the council to weed out fake and non-viable institutions. Officials of the council said institutions in the flood-prone Madhubani district in north Bihar topped the list of fake colleges, with 27 fake colleges. It was followed by Patna district with 23 and Gaya with 17. Sharma said before cancelling the recognition of the colleges, the council had conducted an inquiry using reputed educationists. The inquiry revealed some shocking facts - most of these colleges were running on paper, without buildings and science laboratories, he said. The inquiry also revealed a large number of the fake colleges were allegedly patronised by powerful political leaders, some of them with criminal backgrounds. The colleges that were derecognised including a large number that were non-viable on account of extremely poor enrolment, lack of minimum infrastructure like buildings, libraries and laboratories. Some colleges were derecognised due to badly maintained buildings that posed a threat to the life of students and teachers. A few colleges were derecognised because they were run by one man. A person was everything in the college, including secretary, principal, teacher and peon, Sharma said. According to officials, the number of students appearing for the intermediate examination each year from 200 of the 471 fake colleges was very small during the past decade and not a single student appeared for the test from 150 colleges in 2002. About 1,000 examinees appeared for the intermediate science examination every year from each of the remaining 271 fake colleges, which mainly operated from two-room accommodation. But results of these colleges were exceptionally good even though they did have basic infrastructure. Officials said 2,483 examinees appeared from the Shankar Dayal Singh College at Chapra that operated in a dharmashala. In 2003, as many as 1,318 examinees appeared from Laloo Mandal College at Gayathat that operates from a rented house. This college is run by a powerful RJD legislator. NIFT centre in Bihar soon After a branch of Birla Institute of Technology, Mesra and a National Law Institute, Bihar is now all set to have a centre of the National Institute of Fashion Technology (NIFT). Nitish Kumar government has agreed to the conditions put forward by Union Textile ministry of providing 10 acres of land and Rs 29 crore for opening a branch of the NIFT.
