Primary Education Distant Dream For Girls: UNESCO

India may have a law to universalise primary education, but a UNESCO report shows just how tough the going is likely to be. Even with 59 million children not attending school, India already has one of the highest pupil-teacher ratio in Asia, according to the Global Education Digest released by the UNESCO on Friday. India has a pupil-teacher ratio of 44 at the pre-primary level, which is the highest in Asia. The number decreases to 42 at the primary level and 33 at the secondary level, but on both counts it is the fifth highest in Asia.

The news doesn`t get much better on other parameters. The gross enrolment ratio, which measures the number of students at a given level as a percentage of the total population in the relevant age group, stands at 71% at the lower secondary level and 39% at the higher secondary level in India. Those are significantly lower than the world averages of 79% and 51% respectively and closer to the West Asian averages of 69% and 40% respectively.

What is worse, of all the countries in the world with a gross enrolment ratio lesser than 80%, there are only eight where the percentage intake into the last grade of primary education is expected to decline by more than 5% over the next six years. India is one of these eight. What this reflects is the high dropout rates in our primary schools and hence the lower probability of those enrolled actually finishing primary education.

This is confirmed by the figures for school life expectancy, the number of years a student is expected to spend at a specified level. Both at the primary and secondary levels India has the ninth lowest figures even among the 50 countries in Asia.

The UNESCO report also confirms the fact that girls are at a disadvantage in India in terms of access to primary and secondary education. Only 47% of the entrants at the primary level are females. This reduces to 43% at the secondary level.

But not all the information emanating from the report is negative for India.

It is among only five countries worldwide where a girl finishing her primary education has a higher chance of going on to do her lower secondary education than a boy. It is another matter that the gender disparity is so high in primary education that the number of boys at the secondary level still remains much more than the number of girls. In what may come as news to city-bred folks, the number of female teachers is less than the number of males at all levels of education
