‘Popular Government’ Proposes Education Reform

MOSCOW: Russia`s shadow Cabinet formed by the left-leaning Patriots of Russia coalition has proposed an alternative approach to the government-backed education reform, a representative said Tuesday.

Russia`s education system has always been considered the best in the world and it used to be our national pride, but recently the situation has changed drastically, Oksana Dmitriyeva, popular minister for social care, said during a meeting of the Popular Teachers Council.

According to Dmitriyeva, state spending on education has dropped to 3.2% of the GDP and is still falling, which has left Russia trailing not only European countries, but also Latin American, Asian and even North African countries.

The situation with education employees is catastrophic, Dmitriyeva said, adding that the average teacher`s salary was only 70% of the average national salary.

Although this sphere involves highly skilled professionals, it has the lowest wages in the Russian economy after agriculture, Dmitriyeva said.

In addition, while the inflow of young specialists into education has decreased and the expansion of the paid education system has reached critical proportions, the condition of state-run schools poses a direct threat to people`s health.

Therefore, the Popular Government is insisting on an increase in spending on education, the development of infrastructure and social guarantees for students and teachers.

The shadow government has proposed doubling state spending on education in the near future, and up to 10% of GDP later.

Moreover, the Popular Teachers Council proposes returning institutions previously transferred to the control of regional authorities to federal hands and financing them from the state budget; financing state schools from the state and regional budgets on a parity basis; fully restoring tax benefits for educational institutions; maintaining the current system of benefits for university applicants; and increasing drastically stipends and bringing salaries in the sphere of education up to the average salary seen in industry
