Comprehensive public schools are already bearing the burden of declining student numbers and have increased their share of disadvantaged children, a report for the State Government says.
The decline was likely to accelerate the drift to private schools and slash the public school secondary enrolment share to as low as 57 per cent by 2020.
A State Government advisory committee, the Public Education Council, predicts there will be surplus public school buildings, closures and amalgamations as all schools compete for students.
Public secondary education is now at a critical juncture, the report said. With an enrolment share of 62.9 per cent in 2004, declining underlying demographics and with a continuing drift to non-government schools, the viability of many public high schools will be increasingly tested.
Within three years the … secondary school-aged population in NSW is projected to commence a sustained downward trend.
Some public comprehensive high schools had lost so many students they can no longer offer sufficient curriculum choice to attract bright students.
High school enrolments could fall by 4 to 7 per cent, reducing the states 1.1 million school-age population by up to 85,000 within 15 years.
The councils report, Building on Strong Foundations, says if public schools fully absorbed the enrolment decline their share of primary school students would fall from 70.6 per cent to between 60 and 64 per cent. Public high schools could have their 62.9 per cent enrolment share fall to 57 per cent.
This raised the prospect of government funding being diverted from teaching and learning into maintaining under-utilised school buildings when the current condition of many public schools in NSW falls below what would be expected by many parents and communities.
The State Governments experimentation with different school models to increase parental choice within the public system had backfired on comprehensive high schools.
Structural changes by successive Liberal and Labor governments - such as dezoning, more selective high schools, specialist schools and multi-campus colleges - had little impact in stopping the exodus to private schools, the report found.
