The University Grants Commission (UGC) is out to set up a system that- forces educational institutions to deliver the promises they make on their websites.
Strict new guidelines are being framed to define the information that must be provided by higher education bodies on the websites. The rules will apply to both governments, funded and private unaided institutions.
The move is timed with the Right to Information Act coming into force in October.
Nicknamed the Model Publication Scheme (MPS), the plan is modelled on a similar system in the United Kingdom. This is being teamed up with a parallel effort to define deception as it applies to the education service business, in tune with a practice established by the US Federal Trade Commission.
The higher education industry, say sources, often exploit the loopholes in the Consumer Protection Act, Monopolies and Restrictive Trade Practices Commission (MRTPC) Act and Competition Act, to get away with providing insufficient information.
Currently, consumer courts and the MRTPC are flooded with deception-related cases against higher education set-ups, leading to the UGCs twin move. Since deception has a very different nuance in the education sector, we want it legally defined, each norm clearly spelled out, leaving no room for misrepresentation or withholding of information that ought to be public, the sources said.
Under the MPS, all higher education institutions will compile a separate information chart for their websites, which will be certified by UGC and hosted on its own website too. After we certify that disclosure norms are being met, we will host the link, sources said.
The UGC move is currently in consultation stage, though officials confirmed that UGC Act and the Right to Information Act give it enough force to come through
