Freedom to States is UGCs Priority in C.H.E Meet

In India higher education scenario varies from state to state with different demands and problems. To meet these demands of the states, a meeting of the councils of higher education of states (all states) and the University Grants Commission (UGC) will be held on Friday, October 14. It is expected that the meeting will form a mechanism to make the UGCs programmes flexible to fit particular states.

UGC chairman V N Rajashekharan Pillai said, That the higher education scenario varies from state to state calls for a contextualised look at various schemes, guidelines and priorities. For instance, under the Faculty Improvement Programme, UGC funds college teachers to do M Phil or Ph.D. Under the UGC guidelines, a temporary substitute for the teacher participating in the programme must have the same qualification as her. But in many states, the programme is not implemented fully due to non-availability of qualified substitutes. If some flexibility can be provided factoring in the specific conditions of the state, the programme can be fully utilised, told Pillai. UGCs guidelines for granting autonomous status to colleges are another cause of concern for state governments, which will be discussed at the meet.
