The strategy should be of selectivity, identify or select fields in which India is emerging as very strong and also countries for which India should be a natural destination. So far, the student flows have been mostly one way: from developing countries like India to developed countries like the US and some European destinations. India has over 250 universities and more than 18,000 colleges in the country, in addition to IGNOU, IITs, IIMs, RECs, and management schools.
