PM promises meeting on IIT faculty quota

Prime Minister Manmohan Singh today publicly assured IIT Guwahati director Gautam Barua that he would personally discuss with cabinet colleagues the institutes’ demand for exemption from faculty quotas.

This is the first time that the Prime Minister, who is a Rajya Sabha MP from Assam, has hinted that he was open to a debate on the implementation of faculty quotas at premier educational institutions like the IITs.

Addressing students and faculty at IIT Guwahati today, the Prime Minister said he had taken note of “the point that Gautam Barua has made with regard to the reservation issue”.

“I (will) take that with me and bring it to the notice of my cabinet colleagues,” he said.

The Prime Minister’s assurance came after a meeting with Barua earlier in the day, when the director expressed concern over the impact on the quality of faculty if reservations are implemented for teachers, sources said.

The government had introduced 22.5 per cent reservation in jobs for Scheduled Castes and Scheduled Tribes following amendments to the Constitution in 1951.

Based on the recommendations of the controversial Mandal Commission report, the quota was extended by 27 per cent in the early nineties to cover the Other Backward Classes.

The Telegraph, on December 6, 2007, revealed that the IITs were not following the government’s reservation policy, claiming exemption that they were never granted.

Responding to a Right to Information query, the IITs admitted they had not received any exemption order from the HRD minister, which, officials said, was essential for not implementing reservations.

The IITs initially cited an office memorandum (No 9/2/73, dated 23/6/1975), claiming exemption. The office memorandum, issued by the department of personnel and training, allows for exemptions in scientific and technical institutions but clearly mentions that the orders of the HRD minister concerned are required.

An almost identical office memorandum dated 13/5/1994, was also cited by the IITs. But once again, the office memorandum made it clear that the minister’s order was needed.

On neither occasion was this exemption obtained from the HRD minister at the time.

Based on The Telegraph report, the Standing Committee of the IIT Council (SCIC) — the highest recommendatory body for the IITs — in February suggested that faculty quotas must be implemented.

Following the SCIC recommendation, the HRD ministry issued a fresh notification to the IITs, ordering them to implement reservations for teaching staff.

The IITs have, however, opposed the HRD ministry order, and at the SCIC meeting on July 3, formally sought exemption from the government’s job quota policy.

BITSAT Birla institute of technology and science Admission Test

Birla institute of technology and science is one of the most renowned engineering colleges in India having campus in pilani, Hyderabad and goa. The admission to the institute is based on the score of online test conducted by BITS.

Important dates of BITSAT

1. 31-01-09 – last date to apply for BITSAT.
2. 15-02-09 – allotment of test centers.
3. 18-02-09 to 10-03-09 – reservation of test dates.
4. 20-03-09 to 31-03-09 – online availability of hall tickets.
5. 09-05-09 to 12-06-09 – online test dates.

Eligibility criteria of BITSAT

1. The candidate appearing for BITSAT must have 80% in PCM or PCB, whatever the case may be and the candidate must also have atleast 60% individually in physics, chemistry, mathematics and biology.

2. The current year students and the previous students are only eligible to appear for the examination.

3. Students seeking admission B.Pharm. (Hons.) and M.Sc. (Hons.) can look for the eligibility criteria from BITS website.

Mobile Van to provide IT services in remote areas

To provide IT services to the remotest area of Uttarakhand, Hemwati Nanadan Bahuguna Garhwal University, today launched a Mobile Van equipped with a V-Sat antenna along with all the necessary computer equipment for delivering e-services at Srinagar (Garhwal).

Prof C S Sood, the coordinator of the initiative told reporters that the mobile van called JESIC (Janadhar E-Services and Information Centre) mobile has been leased to the University by IIT Roorkee.

The University was working in partnership with IIT Roorkee on a state government project.

Locations for 8 new IITs, 7 IIMs announced

The Ministry of Human Resource Development (HRD) today announced the locations of eight new Indian Institutes of Technology (IITs) and seven Indian Institutes of Management (IIMs) along with 30 Central and ‘world class universities’ to be set up in the country during the 11th Plan period.

Out of the eight IITs, first announced by Prime Minister Manmohan Singh in his Independence Day speech, one IIT would be set up at Indore in Madhya Pradesh while Orissa, Gujarat and Punjab would get one each.

The ministry had earlier announced IITs for Bihar, Rajasthan, Himachal Pradesh and Andhra Pradesh. Medak district near Hyderabad has been identified for Andhra Pradesh IIT, according to state government official.

Of the seven new Indian Institutes of Management (IIMs), envisaged in the 11th Plan, one each would be set up in Tamil Nadu, Jammu and Kashmir, Jharkhand, Uttarakhand, Haryana and Chhattisgarh. An IIM for the North-East at Shillong was earlier announced and has been named as Rajiv Gandhi Indian Institute of Management.

HRD Minister Arjun Singh who made the announcement today also named the locations for 16 Central universities and a new category of 14 ‘world class universities’ to come up in state capitals and major cities. The latter are Central universities which the government says would aspire to world standards.

The 16 Central universities would be set up in Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh, Punjab, Haryana, Himachal Pradesh, Uttarakhand, Jammu and Kashmir, Karnataka, Kerala, Tamil Nadu, Gujarat, Rajasthan and Goa.

In three states, existing state universities would be taken over by the Central government and converted into Central universities. These are Dr Hari Singh Gaur University, Sagar (Madhya Pradesh), Guru Ghasidas University, Bilaspur (Chhattisgarh), and Goa University.

“Establishment of the IITs, IIMs and Central universities in the above states is subject to state governments offering adequate land at suitable locations, free of cost, for the purpose,” Arjun Singh said.

According to officials, each of the new IIT would require about Rs 760 crore to make it fully functional, while an IIM would need Rs 250 crore.

For a Central university, the requirement is Rs 250 to Rs 300 crore (including recurring and non-recurring costs over a period of four to five years). While intake of the new IITs would be around 2,500 students, it would be 120 per year in IIMs, they said.

IIT Kharagpur to host aquaculture meet

The agricultural and food engineering department of the Indian Institute of Technology at Kharagpur will be hosting a two-day workshop called Sustain-Aqua 2007 on sustainability of Indian aquaculture industry beginning September 28 in an effort to draft a consensus on different policy issues starting from producer to consumer and bankers to environmentalists.

A release issued by IIT said tremendous rise in aquacultural food production in the last decade in India and the world had compensated the decline in production from capture fisheries with production from aquaculture sector, changing the face of coastal areas.

Medak DRC wants IIT-H renamed as IIT-M

MEDAK: The Medak District Review Committee, at a meeting today, adopted a resolution demanding that the prestigious Indian Institute of Technology set up at the ordnance factory be named IIT-Medak instead of IITHyderabad.

‘‘Respecting the fact that Indira Gandhi had contested an election from Medak, the name of the institute should be changed to IIT-Medak,’’ the committee demanded.

Irrigation Minister P Lakshmaiah presided over the meeting and District Minister J Geetha Reddy (Industries) assured that she would take up the matter with the government

IIT Delhi revokes expulsion of three Dalit students

New Delhi, July 2 (IANS) The Indian Institute of Technology (IIT) Delhi Wednesday cancelled the expulsion of three Dalit students, but said the remaining 17 against whom similar action was taken for “poor performance” would not be reinducted. In a mail to IANS, the registrar’s office said the special review committee (SRC) had several meetings with the expelled students from June 20 to June 25 and examined all available records.

“After examining the records and discussing with the students, the committee determined that all applicable academic and administrative procedures had been followed in all cases without exception,” the registrar’s office said.

“Further, during the discussion, no case of discrimination on the basis of caste was brought up by any of the students or their parents. The committee has concluded that the termination of registration of students is as per the rules of the institute,” it added.

However, the registrar said the committee on June 30 recommended a lenient view towards three students, including two from the scheduled caste category.

“The director has since revoked the termination of these three students,” the registrar said in the mail, which did not reveal the names of the students who have been taken back.

IIT Delhi said in spite of special focus and extra care for those from marginalized groups, a total of 20 students were “asked to leave in view of their very poor performance”. Of these, 11 are from the Scheduled Caste category, one from the Scheduled Tribe category and the remaining eight are from the general category

IIT Hyd at a loss to house students faculty

Travails of students and teachers at the newest Indian Institute of Technology (IIT) at Medak will continue for the next few years
what with the Union government yet to release funds to start building work at its campus. What is worse there is no indication when the funds would be released.

In a hurry to start the IIT, the government kickstarted the prime institute on the premises of the ordnance factory at Medak, some 50 km from the city of Hyderabad. The ordnance factory was chosen as location because that’s the only public place available near Medak which could be comandeered for a public purpose. The ordnance factory is five km away from the place identified as site for the IIT.

The IIT started last year with 120 students but with this year’s batch the total strength would go by 120 to 240 students. “There is no temporary accommodation available to house these students. I don’t know where they will be put up,” said a faculty member of the institute who shuttles up and down from Hyderabad everyday as do many of his colleagues.

As per the original plan, the first phase of the new campus was supposed to be ready at Khandi village in Medak district by the next academic year beginning August 2009. All the students were expected to be relocated to the new place before the beginning of the academic year.

The HRD ministry strapped for funds instead of making money available has thrown the ball in the court of institute officials asking them to develop the present place to accommodate more students. This, however, is not possible as the ordnance factory where the institute is currently situated cannot accommodate any more students. “The place has been developed completely,” an institute official said.

Though the Union HRD ministry has no funds to construct buildings for the institute, the land has been made available by the Andhra Pradesh government. A grant of Rs 50 crore was supposed to be given by the HRD ministry for the building needs.

The IIT is still searching for place to set up advanced research labs since there is no facility for that in the ordnance factory. The research centre was supposed to be identified and research shifted to the place by the beginning of the coming year.

In charge director of IIT, Hyderabad, C V R Murthy, when asked said that there was no assurance that the new campus would come up so soon. “The new campus will come up only in the next two years. The new students will have to be accommodated on temporary premises. The places have not yet been identified but this will be done before the beginning of the academic year,” he said.

IITians prefer India over foreign nations for career avenues

NEW DELHI: Greener pastures abroad seem to have lost the charm of the IIT graduates, as most of them prefer to stay back in India and I think that the country is a “very promising geography” the next 10 years, says a New study.

Among those who IITs graduated in the years 2002 and later, 84% remained in the country, while only 65 percent of graduates during the period 1964-2000 preferred to be left behind.

The poll of 677 IITians global research and analysis company Evalueserve showed that those in the years 2002 and graduated later, more than 49 percent of the respondents are of the opinion that India would allow them a better chance .

More as much as 90 percent of all IITians have in the country to remain and 2006.

According to the survey of IITians, who graduated in 2002, about 60 percent, the developed countries have a target with the best career opportunities.

It is interesting to see that 10 years after that the line would maintain geography “for the most promise of success”, 72% chose India, while 17% opted for the United States, Europe and two hundred five percent of China.

Improving academic opportunities has been the main reason for the IIT-graduates go to the United States. More than 70 percent of the IITians, before the 2002 study attracted to America, while only 63 percent of those degrees in 2002 or later went to that country.

Charities reaping lawsuit dividends

Ed Kraus has quietly toiled for the last eight years as a public-interest lawyer at Chicago-Kent College of Law, helping less-fortunate individuals with medical disabilities obtain federal benefits.

He has turned away too many potential clients to remember because their cases would have been too expensive for his no-frills health law clinic to pursue. But his practice has received a boost from an unexpected source: Madison County in Downstate Illinois. The law school’s parent, the Illinois Institute of Technology, was one of five recipients to share in a $20 million jackpot, unclaimed money from a $60 million class-action settlement involving the diabetes drug Rezulin.

The payout highlights one of the rarely publicized potential benefits of consumer class-action suits, which have been criticized in recent years for bringing little economic value to victims while enriching trial lawyers.

IIT heads cite quality concerns again against faculty quota

CHENNAI: Heads of various Indian Institutes of Technology (IITs) on Friday reiterated their opposition to the union human resource development (HRD) ministry’s proposal to introduce an OBC quota for faculty at the premier technical institutions.

Speaking on the sidelines of PanIIT, the annual gathering of faculty and alumni, on the leafy Madras campus, Sanjay G Dhande, director, IIT Kanpur, expressed his peers’ concerns about lowering the selection criteria for teachers. “This is a very sensitive issue. We do have to follow the law of the land but the IIT system has been, if I may say so, very fanatical in terms of quality. Therefore, while the law of the land has to be maintained, it cannot be at the cost of quality.”

The IITs have reservations for OBC students. Besides, they have a reservation quota for faculty recruitments at the juniormost level in which the designation is that of a lecturer and is for a temporary posting of a year. On the basis of performance, the administration often offers such candidates a position as assistant professor.

In recent months, the IIT heads have, however, stood united against the plan to introduce compulsory reservations for faculty. A joint letter addressed by all the directors was sent to the HRD ministry underlining their reasons for rejecting the plan. The IIT Guwahati director had even personally expressed his opposition to the Prime Minister in a meeting. The issue is now before the Cabinet.

While not making a specific reference, IIT Madras director M S Ananth alluded to it at PanIIT while speaking about the need to safeguard the autonomy of the institutions. Noting that the “benign neglect” of the government had helped the IITs over the years, he said “too much of attention is not warranted and we must guard against erosion of autonomy.”

Agilent, IIT Bombay Team to Develop Next-Gen Ethernet Technologies

Agilent Technologies Inc. has partnered with IIT Bombay to build technologies for 100 Gigabit Ethernet as well as next generation Carrier Ethernet networks in the metropolitan space. Agilent Technologies funds the Gigabit Networks Laboratory of Computer Science and Engineering Department, IITB.

Professor Ashwin Gumsate, who is the James R. Isaac Chair in Computer Science and Engineering Department of IIT Bombay, will lead this research collaboration. This research builds a new system that would pave a roadmap for 100 Gigabit Ethernet. This will also use novel optical technologies.

The new technologies that will be developed by this association will be employed by the next generation data centers as well as for mobile backhaul traffic. The partnership between IIT Bombay and Agilent Technologies R&D center at Bangalore will help create a new metropolitan test-bed which would be the key for testing future access and metro technologies.

Venkatesh Valluri, President and Country General Manager, Agilent Technologies, said, “Agilent has always been a pioneer in introducing fresh technologies and driving the need of technological advancements in the country. It is our honor to join hands with IIT Bombay in building technology blocks for networks beyond 10 Gbps, particularly 100 Gbps, using intelligent optics and smart electronics.”

Veil to lift on IIT entrance cut-off

The Indian Institutes of Technology will reveal cut-off marks used to select students in this year’s entrance exam, allowing candidates for the first time to independently verify whether their scores merit a seat.

On August 1, the IITs will display online the cut-off marks used in their Joint Entrance Examination 2008 to pick the top performers in the test, exam organisers have said.

The decision to reveal the cut-offs was taken by the IIT Joint Administrative Board, the highest decision- making body for the JEE, after The Telegraph exposed crucial discrepancies in the selection procedure followed in 2006, the exam organisers confirmed.

Nearly a year ago, on August 5, 2007, The Telegraph had revealed a mismatch between cut-offs used by the IITs in JEE 2006, and the cut-offs obtained using a formula they claimed to have used.

“There have been concerns among the public that we are keeping crucial information regarding the JEE hidden, even though we believe the exam is transparent. This move will help clarify any misconceptions,” professor N.M. Bhandari, the chairman of the JEE organising committee at IIT Roorkee, said.

The IITs will also disclose, on the same day, details of opening and closing ranks for students belonging to each category — general, Scheduled Caste, Scheduled Tribe, physically handicapped — Bhandari said.

For an entire month — from August 1 to August 31 — students can see their scores online. On August 1, the question papers from this year’s exam, and the key to the papers, will also be displayed online, allowing students who remember their answers an opportunity to match their scores with their performance.

Both the subject cut-offs — in physics, chemistry and mathematics — and the aggregate cut-off used to screen students who have cleared all subject cut-offs, will be displayed on the JEE website — officials confirmed.

The emerging Asian markets still remained the top performer, however, with markets such as India, Thailand, Taiwan and the Philippines outperforming its peers thus establishing themselves as important global growth centres. These markets have also grown out of their roles, from the early days, of being strategic outsourcing locations into something much more different. They are developing into competitive and competent movers and shakers on every level of economic and corporate relations. Crucible, in its third edition this year, attempts to have a look at the challenges faced by these emerging markets in attracting foreign players, the major recent developments in the consulting services activity in these regions and also the opportunities available for the domestic and global consulting firms.

IIM-A looks at new sectors for lateral placements

Mihir Lal, student co-ordinator, placements, IIM-A, said: “We are changing the placement fee structure to the firms’ advantage. We are also inviting many first-time recruiters to the campus. We are keen to look at new and challenging roles for students and move away from sectors like international banks and consultancy firms. Although these firms are among our long-standing recruiting partners, we are looking at a diverse set of sectors and firms.”

Sectors such as private equity, niche consulting, technology and logistics, which made a debut at last year’s lateral placements, have been visiting the campus this year also. At IIM-A, the lateral placements will last around two months.

“Given the market circumstances, we are likely to see a shift away from finance,” said Lal.

Approximately 120 students will be eligible for lateral placements. The institute is tightlipped on the average salary being offered. However, last year it was Rs 18.3 lakh a year.

On the 5th of September, Michael (Mike) Sweeney, Regional Head of Leadership

Development for the Asia Pacific (APAC) Region and Managing Director at the UBS Leadership Institute visited Shailesh J. Mehta School Of Management, IIT Bombay to share his views on the financial markets in Asia, how UBS approaches them and about talent management in this industry. UBS AG is a diversified global financial services company headquartered in Basel and Zurich, and UBS Leadership Institute is the wing of UBS that develops programs and processes to help senior leaders shape, communicate and implement the firms strategy. Michael Sweeney is an MBA from London Business School, and is a regular speaker at leading Business Schools (Berkeley, MIT, NYU, London Business School, Penn State University, Hong Kong UST) and at international conferences.

UBS has been achieving 40% growth in the Asian region for the past four years, and Mike iterated the figures that made this phenomenal growth possible – Asia Pacific contributes to 25% of world GDP, 32% of equity market value and 29% of invest-able liquid assets. The markets of Japan and Hong Kong are the mature markets (per capita GDP of nearly 32,000 USD) of this region while Korea and Taiwan are developed markets, though not properly regulated. The business emphasis is on the emerging markets of China, India, Malaysia, Thailand and Indonesia. Mike contrasted India and China and asserted that the dynamics of these two economies are such that they can survive very well without eating into each others business.
